Culturally Responsive Rehabilitation Counseling Models and Workforce Reintegration Outcomes among Linguistically Diverse Populations in the United States

Abstract

This study examines the association between culturally responsive rehabilitation counseling and workforce reintegration outcomes among linguistically diverse individuals with disabilities in the United States. Within the vocational rehabilitation (VR) context, culturally responsive counseling is conceptualized as the integration of linguistic accessibility, culturally attuned service delivery, and sustained counselor–client engagement. Using a quantitative explanatory design, secondary administrative data from the U.S. vocational rehabilitation RSA-911 dataset were analyzed. Logistic regression, multiple linear regression, hierarchical regression, and causal mediation analysis with bootstrapping were employed to assess relationships between counseling processes and employment outcomes. Employment attainment, weekly earnings at case closure, and weekly hours worked served as outcome indicators, while culturally responsive counseling exposure, linguistic accessibility, counseling intensity, and service engagement were key predictors. Results indicated that exposure to culturally responsive counseling was associated with an 86% increase in the odds of employment and significantly higher weekly earnings (β = +112.40, p < .001) and hours worked. Mediation analysis showed that service engagement partially mediated these relationships, accounting for up to 37% of the total effect on earnings. The findings underscore the importance of institutionalizing language access services, strengthening counselors’ multicultural practice, and prioritizing engagement-focused service models to promote equitable workforce reintegration within vocational rehabilitation systems.
